At a recent Accion Microfinance Bank annual financial inclusion forum in Lagos the National Identity Management Commission represented by Mr Olufemi Fadare, shared some of the key developments in driving a centralized Unique ID system in Nigeria Africa’s most populous nation. 

NIMC operates and regulates matters of national identity in Nigeria with services covering National Identification Number (NIN) enrolment and issuance, National e-ID card issuance, identity verification as well as data harmonization and authentication. 

From his intervention as a panelist at the event, Mr Fadare highlighted the state of identity management, policy steps, legislations and expected benefits of a centralized database.

 

33 million National Database

According to Mr  Fadare about 33 million Nigerians have been captured in the National Identity Number database, which means there is need for the widening of the process, as it reflects about 20% of the estimated population of the nation which is 180 million.

 

FEC Approval of Strategic Roadmap for Digital Identity Ecosystem

To ensure that there is a coordinated approach to the Identity Management process in Nigeria, the Federal Executive Council on September 12, 2018  chaired by President Muhammadu Buhari  approved the immediate commencement of the implementation of a strategic roadmap for Digital Identity Ecosystem in Nigeria. 

This is a framework that leverages on the existing capabilities and infrastructure of distinct government agencies and private sector organisations to carry out enrolment of Nigerians and Legal residents into the National Identity Database (NIDB). 

It means that from January 1st, 2019 Nigerians will be mandated to provide their details for identity registration and capture, at the various agencies responsible for database collation like Federal Road Safety Corps, Banks (Bank Verification Number), Independent National Electoral Commission (Voters ID), Immigration Service( Passport ID). 

Through the roadmap agencies that are involved in collating database and details of Nigerians, will work together to achieve a central database. 

 

Legislation on National Identity & Privacy Protection

Speaking on the necessary legislation that will guarantee data privacy protection in the country, Fadare informed stakeholders that a bill “National Data Privacy Protection” has developed by the National Assembly. 

If  passed into law it will help to strengthen the “Data Protection Privacy” in Nigeria.
