Regulatory Conversations 5.0 - National Integrity Barometer: A Roadmap for 2020

The Convention on Business Integrity (CBi) in collaboration with Action Aid, Business Day, NESG, LCCI and Proshare will on December 10th, 2019 host the Regulatory Conversations 5.0 - a public-private sector dialogues aimed at promoting good corporate governance, integrity and sound practices in efforts to grow and diversify Nigeria's economy.

  

The Fifth Regulatory Conversations (RC5.0), themed:  National Integrity Barometer: A Roadmap for 2020 will address the various Private-led integrity interventions in the systems and Institutions in the Nation as well as provide the platform to discuss the effectiveness of the interventions. It would also provide the unique opportunity for the stakeholders to discuss on what should be a sustainable roadmap for 2020.

 

Some of those issues include the following:

  • Ineffective and/or inefficient government service delivery - We have responded by entering into partnerships to address the challenges. For instance, we represent the global Maritime-Anti-Corruption Network in Nigeria, which works to improve vessel and cargo clearance and reduce corruption at Nigerian seaports and terminals. We seek to expand this to airports and other key institutions. We need you to identify the most relevant with us.

  • Pressure at the interface of business with regulatory agencies such as CBN, FIRS, NAFDAC and so on has left many businesses feeling they are unable to withstand the urge to pay bribes, particularly to get out of sticky situations. We have responded by running a series of public-private dialogues under the banner of "Regulatory Conversations" in order to advocate for a philosophy of regulation across Nigeria. In the meantime, are there regulatory agencies that must be engaged to reduce corruption risk for your organisation? Come and make your input into the priorities we are setting for engagement with regulators in 2020.

  • Establishing the bona fides of our businesses including that we are ethical and free of corruption. We have engaged with listed companies through the Corporate Governance Rating System (CGRS) which we run in collaboration with the NSE to ensure well run companies can raise the finance they need for their growth and survival. We are working with companies in the supply and value chains of the larger ones to define standards, training and certification that set MSMEs apart from the morass of ill-defined businesses. We have introduced training and certification for them based on the COSO 2013 standard and we are working with business intermediaries through a project termed Professionals Against Corruption which has started by supporting reforms in Nigeria's Justice System driven by the Justice Reform Project (JRP).

  • Equipping business with an integrity barometer. We seek a tool that will provide an indicator for transparency, consistency and predictability of how much extra cost and time business would have to factor into any dealings with a specific government service delivery agency providing a proxy for measuring corruption risks businesses are exposed to.

  • Finally, CEO confidential briefings where we x-ray more deeply the political economy behind key issues as they unfold.


The target audience expected are a diverse group spanning Government, Corporate Organisations (especially listed companies on the NSE), MSMEs, Professionals and Civil Society Organisations (CSOs).
