Warri Industrial Business Park: An attempt at a positive PPP?

Earlier in the week, we reviewed the state of PPP in Nigeria, viz: “Concessioning in Nigeria: A Challenge to PPP” where a scorecard concession-based infrastructural development schemes revealed a qualified success.

Recently, a new approach to State Government PPP, modelled in some ways after those done in Lagos State; was unveiled by the Delta state government – “The Warri Industrial Business Park (WIBP)”.

The WIBP, to be located near the Warri port, is a Public Private Partnership arrangement with Arco Petrochemicals and Engineering Limited. 

In a brief Q & A session with the WIBP Project Director, Helen Emore, Proshare sought to know how this project will deliver on the objectives and avoid the stigma now attached to such initiatives.

In the interview, Helen Emore says that “The WIBP plan is designed as a mixed-use industrial business location with high-end residential and recreational development facilities on over 300 hectares of land of which 80 hectares will be used for infrastructural purposes”.

She was enthused by the project as it would have no more than 15% Government stakeholding which should ensure that it is a private sector led project.
